In any case, it's not up to feds to enforce state law nor is it up to the states to carve exemptions into federal law.
Similarly an exception that the ATF carved out for DACA as read doesn't apply solely to DACAers only either. Rather it's basically that police departments have a blanket exemption to the GCA (which is what normally gets in the way of DACAers possessing firearms), and that exemptions extends to whoever the police departments choose to employ (so it's not that a DACA cop is exempt because he's a cop, it's that he's exempt because he's a cop at a police department that is exempt):
