Partially true. You can file I-751 with I-912 to seek a fee waiver if you're a recipient of public benefits, made less than 150% of the US poverty line, or have some compelling circumstances (e.g. high medical bills) that would warrant a fee waiver.

This holds true for basically all VAWA associated forms. Only I-360 is free no matter what. Everything else (I-485, I-765, I-131, N-400, I-751, or EOIR-42B) is case by case basis.
