The entire plan is to give the assumed 2024 republican President significant leverage on immigration. Republicans are anticipating controlling the house, senate and WH so they want to force the senate democrats into a difficult immigration vote. I am thinking 2025-2027
Also, Hanen decided against stopping renewals in his previous rulings, he may decide the same.
