At this stage, it's better for Biden to stay out of it in case any 2024 hopefuls want to go at him and uses the bill to do it. Biden's main job is to keep the house liberals in check. Once they see border security, they may try to torpedo the bill. Biden needs to keep the democratic party together

Let the senate work through it and step in only when necesassary.
