This forum is so dramatic - the bill will pass (either as a rider or tied with border security) because it's now politically feasible for it to pass (unlike 10 years ago); everything else is just theatre.

Either this summer when Americans are on vacation in the midst of the post-pandemic reopening and are not paying attention, or in the late fall during the holidays for the same reasons.
