Sad to say yes, but most likely this will happen:
-Manchin will not be a shoe in for final passage
-Synema won't go along that easy, meaning one of them can derail it
-The Senate Parliamentarian will decide what is allowed, most likely striking down any legalization provisions.
-Many moderate Dems in House and Senate will have to be convinced to vote for such a HUGE bill
