wtf why was this not mentioned in bill? this means that unless DA passes or some1 gets married w/ american citizen, there is no way of affirming it...

As passed in the Senate, there is no part of the Bill, or even its introduction, that includes the word "affirm." Nor is the phrase "academic standard." Not sure where the author got his text from.

If you read the text the requirements are exactly like the AB540 ones. I think the confusion is because of the press release the governor release on Saturday shortly after he signed. http://gov.ca.gov/news.php?id=17268

^Yeah, we had to do the same thing for AB 540, it's just like a promise to get legalized once you have a chance.

well the CA is going to be on the 2012 ballot....i'm guessing it would get voted down with all the misinformation. -_-
