Only places there that are livable if you're not proficient in French is Toronto. Most government jobs in other areas require you to know French and others have extremely horrific weather conditions like Winnipeg that even as a northeastern myself dread. Some places like Vancouver have a terrible housing crises where normal houses cost like a million dollars. While Canada seems like a good place to go, you better learn some French to get a decent job.

I think Canada will only take DACAers with B.S or Masters in STEM programs.

I took 5 years of French while I was in school. I would actually kinda like to go live in Quebec

No, I don't think they're going to accept all 800k DREAMers. They might be more accepting and liberal but they do have annual limits to immigration and even asylum seekers / refugees.

That's great but you have to be fluent in French to attain any job there. The thing about Canadian government jobs is that you can be bad in English but as long as you're fluent in French, you have a job.
