^ Not quite.
They still need to reconcile their bill with that of the House.

No, immigration is not likely to become the next issue even after the Congress passes a final health care reform bill.

jobs
financial reform
climate change

Jobs will be the next issue. But, it won't take much time because the Democrats want to pass a jobs bill before the State of Union speech that will be addressed by President Obama in late January or early February. Immigration must be dealt with at the same time as financial reform and climate change. But, nobody knows what plan the Senate Democratic leadership has for the issue of immigration. They might introduce early and begin to work on it right after the jobs bill. They might wait until financial reform and climate change bills are passed, dimming the prospect of immigration reform. In the worst case scenario, they might just do nothing about it. It all depends on the Senate Democratic leadership.
