Legislation that would extend more scholarship opportunities to college students who are undocumented immigrants was approved by the state Senate today.

Assembly Bill 130, one of two "Dream Act" bills under consideration in the Legislature this year, would allow undocumented immigrants who currently qualify for in-state tuition to apply for scholarships funded with private donations. The bill, by Assemblyman Gil Cedillo, D-Los Angeles, was approved by the Senate on a 26-11 vote.

Sen. Anthony Cannella, R-Ceres, was the only Republican to vote in favor of the bill.

The group of students targeted by the bill, which is not limited to undocumented immigrants, represents a small segment of the overall student population at California colleges and universities.

The second "Dream Act" measure, Assembly Bill 131, would make undocumented immigrant students eligible for publicly funded financial aid, including Cal Grants. It has yet to come up for a full floor vote in the upper house.

The measure approved today will now go to Gov. Jerry Brown, who is expected to sign the bill into law. He voiced support for the proposal during his gubernatorial campaign, saying that he would have signed a version of the state "Dream Act" vetoed by former Gov. Arnold Schwarzenegger.

Erik, this might sound like a stupid question. But, doesn't AB 130 allow students to apply to a pool of scholarships does some community colleges/ universities offer?

Existing law requires that a person, other than a nonimmigrant alien, as defined, who has attended high school in California for 3 or more years, who has graduated from a California high school or attained the equivalent thereof, who has registered at or attends an accredited institution of higher education in California not earlier than the fall semester or quarter of the 2001–02 academic year, and who, if he or she is an alien without lawful immigration status, has filed a prescribed affidavit, is exempt from paying nonresident tuition at the California Community Colleges and the California State University.
This bill would enact the California Dream Act of 2011.
This bill would provide that, on and after January 1, 2012, a student attending the California State University, the California Community Colleges, or the University of California who is exempt from paying nonresident tuition under the provision described above would be eligible to receive a scholarship derived from nonstate funds received, for the purpose of scholarships, by the segment at which he or she is a student.
The Donahoe Higher Education Act sets forth, among other things, the missions and functions of California’s public and independent segments of higher education, and their respective institutions of higher education. Provisions of the act apply to the University of California only to the extent that the Regents of the University of California, by appropriate resolution, act to make a provision applicable.
This bill would find and declare that the amendments to the Donahoe Higher Education Act described above are state laws within the meaning of a specified federal provision.

Weren't we allowed to get private scholarships anyways before this bill?

You are basically going to receive state grants, at least thats what I understand from "...would be eligible to receive a scholarship derived from nonstate funds received, for the purpose of scholarshups, by the segment at which he or she is a student"

Texas gives us grants, I don't know what california will call them.

Very good question. Yes, but I THINK this bill allows us to compete in a pool of scholarships that some schools provide.
