2010 DHS draft memo details administration plan for deferred action

Everyone kows about the USCIS memo on "administrative alternatives" to immigration reform that was leaked last year; however, the following is a draft memo from DHS that traces the steps the administration has pre-planned to lead to the current prosecutorial discretion memoranda offered to the immigrant community.

It is dated 02/26/2010 @ 5:00 pm and it starts with the title "Registration Program and Deferred Action for The Current Unauthorized Population or Selected Subsets".

It describes a two-phase program that DHS could implement for immigrants "who qualify and intend to stay here". The first phase of the initiative would involve the registration, fingerprinting, and screening of illegal immigrants who are not criminals or do not appear to pose a security risk. The second phase would consider ways in which to provide those qualifying immigrants with a means to obtain documented legal status in the United States. It offers registration in exchange for work authorization. The authors also debate whether to use "deferred action", which is granted by DHS, or "deferred enforced departure", which is an order from the President. Well, we all know it ain't going to come from him. They had planned to go ahead with it last summer or fall before the elections and sat on it so it "wouldn't affect the electoral challenges".

The administration plans to ask Congress for a mandatory E-verify vote while attaching a funding request for DHS to implement the registration program. I think this is quite hypocritical and cynical from the White House to pretend that the Republicans want to force E-verify on the nation when they themselves are actually pushing for it. Especially when deferred action is "discretionary" and it can be revoked by any future Congress or Presidency. Assuming a Republican wins the next White House, the government would know everyone who registered and any future administration could request mandatory expulsion of all known "temporary status" workers.

In the memo it is also discussed how Congress could halt the prosecutorial discretion authority form the DHS secretary. Whoever leaked this document to the Republicans in the hill needs to be found and prosecuted. This is how Lamar Smith got his idea of the "HALT" act, and why the a**hole asks that prosecutorial discretion be suspended only from President Obama's current presidency.

Pages 9 and 10 go on in extreme detail on the political considerations of this strategy and warns that "If the administration loses control of the message, however, an agressive administrative proposal carries significant political risk"..."The administration would have to boldly drive the narrative"... They also had suggested more modest administrative reliefs had to be announced around the March 21, 2010 immigration reform event in Capitol Hill last year. They go on to say that "There is also a risk that the immigrant advocacy community may fear how the information will be used and be unwilling to accept a registration scheme that could be revoked in the future".

It also acknowledged that there are several Democratic congresspeople who oppose this and the White House sought to give them political cover to ensure their re-election. This makes me realize that Sen. Harry Reid's push for the Dream Act last year was pure theatre to ease political pressure off the White House and Nancy Pelosi is not committed to immigration reform.

Everything Obama does has politics attached to it...like trying to invite NASCAR drivers to the white house. Hmm I guess he is worried about losing white votes. They publicly dissed him too.

He doesn't really care about anyone but himself.

Not all of them, actually. Several of them said that they'll be attending whatever event they were invited to at the White House. And at least one other came out and said that his name was listed among those who wouldn't be attending and he will be going.

Obama seems desperate to please the so called "value voters" (many of them are the quintessential dads). That so called "value" stands for waving the confederate flag in many states. Thus, racism is normalized.
