It is for immediate relatives so if a Dreamer is 21 and over then he/she won't benefit. Is this correct?

It's too late to read the whole thing and too late for my mind to comprehend, but I think this is designed for people currently living in other countries, but maybe there's something in there that would make us eligible, I'll give it a read tomorrow.

It depends on who you mean by "we"! This waiver basically allows the I-601 to be processed and approved on US soil for those that Entered Without Inspection. The non-citizen beneficiary would still have to travel to their home country to "pick up" their visa for re-entry,but with an approved I-601 it should be a seamless visit and return. You would require a US citizen or Permanent resident immediate relative who has petitioned for you in order to qualify qualify.

The USCIS website clearly states it will publish the final regulations by year's end making it law by that time potentially!

I'm EWI and I have 3 US citizen cousins in Los Angeles would I be able to get them to sponsor me for a green card through this? I have no idea what all this is or who it applies to so if it does apply to me explain, but if not a simple no will suffice.
