indiana state id, permit?

I took my brother in to get his ID this morning but the lady said that we couldn't use the letters from uscis for proof of residency in Hamilton County. I was like why not? She said it has to be a bank statement or a bill of some kind. I need 2 of these. He doesn't have a bank or bills to pay. What do I do????

Also he needs his permit but i have to get my license to prove that he will be driving with a licensed driver but I won't have it for atleast another 7 months(if i am lucky to be approved). Cause he's only 16. Any way around this? My parents don't have licenses either.

Also does anyone know how long you have to hold your permit when you're over 18?
