Can someone translate.
My understanding is that DACA is illegal but we need a permanent solution and something about 14 days

Yeah no, this document is 42 pages of one sentence "We agree" and "We disagree" responses to something filed previously. Going through it all would result in something at least twice the length.

Another thing to consider is that Texas v. Nielsen is an unusual case where United States is technically a defendant but they're not arguing against the plaintiffs. This is why New Jersey as well as few other states and organizations stepped in.
