Yeah you need to still pay for it, even though they won't actually do the appointment they still run a federal background check on you.

Unless something's changed I think they're still just reusing old biometrics. So you will get the receipt notice, then a letter stating that they're reusing the old biometrics and you don't have to do them.

Yes, they will reject your applications without the biometrics payment.
