The Catholic Legal Immigration Network, Inc. (CLINIC), in consultation with the USCCB General Counsel's office, has prepared the attached legal analysis of civil laws relating to the issuance of marriage licenses to persons in the U.S. without proper immigration documentation. The main conclusion is that civil authorities cannot deny a marriage license due to an applicant's immigration status or lack of Social Security number.
