I found this article in a spanish forum. Basically it says that the White House will give details of the new approach towards CIR this Friday the 13.

Washington, DC.- El presidente de Estados Unidos, Barack Obama, develará este viernes los detalles de su plan para consolidar en un futuro cercano una reforma amplia a las leyes de inmigración, que permita regularizar el estatus de residencia de unos 11 millones de inmigrantes indocumentados, mexicanos en su enorme mayoría.

La Casa Blanca anunció que este viernes 13 de noviembre la secretaria de Seguridad Interior, Janet Napolitano, se encargará de dar a conocer el plan migratorio del presidente Obama, quien el pasado 11 de agosto en Guadalajara, Jalisco, durante la Cumbre de Líderes de América del Norte, se comprometió a tener un "borrador" de una reforma migratoria integral antes de que termine este año.

Napolitano delineará los objetivos migratorios a futuro del presidente Obama, que incluyen la regularización de los inmigrantes indocumentados que cumplan con ciertos condicionamientos de presencia en los Estados Unidos, que no tengan antecedentes penales, que paguen impuestos y que estén dispuestos a cubrir una multa durante el proceso de regularización de su residencia, por el hecho de haber violado leyes migratorias.

Establecerá los lineamientos de un plan migratorio que acabará con la criminalización de los inmigrantes indocumentados, para darle un trato y tono más humano a las reglas migratorias, con el fin de acabar con la separación familiar, incidente que ocurre cuando las autoridades migratorias atrapan a un inmigrante indocumentado que tiene familiares inmediatos (hijos, padres o hermanos) que son residentes legales o ciudadanos estadunidenses.

La estrategia de Obama incluye la modalidad de establecer un programa de empleo temporal para trabajadores extranjeros, quienes legalmente podrían ingresar a los Estados Unidos a llenar los espacios laborales que demande el mercado, sobre todo en los sectores agrícola y de servicios. La Casa Blanca considera que con estos incentivos se podrá reducir notablemente el flujo de la inmigración indocumentada.

Contempla la continuidad en la construcción de las bardas o vallas estáticas y movibles de acero y concreto en la frontera con México.

No descarta la promesa de amurallar la frontera con México, de utilizar la tecnología más avanzada y equipo militar de vigilancia ya descontinuado en las actuales operaciones bélicas.

El proyecto será presentado ante el Center for the American Progress (CAP), un foro identificado con la derecha conservadora del Partido Republicano que se opone a una reforma amplia a las leyes de inmigración.

Since there is no source I'd also have to say not real.There also hasn't even been any scheduled[or re-scheduled] immigration hearings from Schumer as of late so I doubt it,especially with Healthcare coming up in the Senate !

The English text is poorly written and hard to understand because it is a translation from the original Spanish done by a computer. Yeah, computers are not good at everything.

Even though this article may not have originated from a credible source, nobody can deny the upcoming inevitable debate on immigration reform. As health care reform reaches its final destination, we are starting to get e-mails from our representatives in congress trying to gather support for legislation such as financial regulation and energy reform. This is proof that health care is almost done. After Health care, these are the three major issues in Obama's agenda, financial regulation, energy reform and IMMIGRATION REFORM. It is going to happen!
