I'd assume this is for people who are coming to the US. How bout the green card lottery? Can you give me a brief explanation about it?

As far as I know, it is only for people who hasn't filed a case. But my family filed a case about 5-6 years ago. So are we not qualify for it?

^If a person is grandfathered under 245i technically they should be able to apply & adjust within the United States through the Green card lottery. Please check the link for further instructions concerning the lottery since it is from the official source. If your family filed an application only so long ago then those covered under the application are not covered under 245i.

^That website speaks about the 2009 version which was 2 years ago the DV-2011 version won't start until October 2nd & anything that asks you to pay should be considered illegitimate.Applying for the lottery is free & you can apply here at the official site once the time period of October 2nd comes around.Usually during the opening the site is inundated & quite unresponsive so it might be a good idea to wait until sometime after October 2nd not to mention that you can only apply once anymore than that & you become disqualified for the benefit.

but it says countries with low rates of immigration to the U.S.

Korea has tons of immigrants coming to the U.S., I am Korean so does that mean I can't apply?

Hey, Can someone please explain the 245 briefly if you can? Also, I remember reading somewhere that undocumented immigrants already in the United States are not eligible for this lottery.
