Immigration reform in the United States fars away

WASHINGTON - The Republican majority in the House of Representatives, which takes its seats from Wednesday, prepares legislative initiatives to tighten immigration policy and trying to capture the maximum number of illegal immigrants.

From a broader deployment of police at the border to the cancellation of the right to citizenship by being born on U.S. soil, the Republicans want to emphasize the enforcement policy, although their chances of success are slim because of the division of Congress.

President Barack Obama "has made some progress, but could have done more," said Republican Rep. Peter King (New York) to the Fox television network, on the eve of assuming the leadership of the Homeland Security committee of the House Representatives.

Unfinished reform

Obama's government pursued a comprehensive immigration reform for two years, but also achieved record numbers of arrest and deportation of illegal immigrants: more than 392,000 in fiscal year 2010 (October 2009 to September 2010), 195,000 of them with criminal records (increase 20%).

Some eleven million undocumented immigrants live in the U.S., where last time there was an immigration reform in 1986, under the presidency of Republican Ronald Reagan.

King wants the government to continue deploying the National Guard on the border with Mexico, which is re-investigate methods of electronic surveillance and to run massive raids on companies across the country.

Militarized border

The Obama deployed in August 2010, a total 1.200 National Guard troops in four southern border states, including Arizona, which produces the bulk of illegal crossings from Mexico.

This deployment was part of a package of additional measures the amount of $ 600 million.

All electronic surveillance system with radar and special sensors, tested for three years at a cost of over $ 1.000 million, was suspended last year after finding numerous errors.

"What have you done to replace it? Nothing, nothing," lamented King.

"I think for the survival of our country we have to ensure control of our borders," he said solemnly.

Amendment 14

His colleague Lamar Smith (Texas), head of the Judiciary Committee, said on his part that wants to resurrect a debate on the 14 th Amendment to the Constitution adopted in 1868 to secure U.S. citizenship by right of soil.

This amendment has been criticized in previous years by the more conservative members of the Republican Party to consider authorizing abuse by illegal immigrants who have children in the United States to try not to be deported.

The House of Representatives passed into the hands of Republicans, but the Senate remains Democratic by a slim majority and any attempt to carry out radical reforms would find in principle with his opposition.

Arizona Law

The picture looks more complicated at the state level, where Republican gains were substantial in the legislative elections of November 2.

At least seven states have to enact laws like the controversial Arizona SB1070, which proclaims the illegal immigration a felony and requires state officials to report illegal immigrants, according to the National Immigration Forum.

Arizona Law came into force on July 29, 2010. But a federal judge yesterday left several parties on hold after a lawsuit by the Justice Department. The legal process is ongoing.

It is clear that there is no full proof way to 100% secure the border. The kind of conditions that Republicans are setting forth as a prerequisite for immigration reform seem incredibly hard to achieve. The fact is that the longer they delay immigration reform, the more insecure the border will get. CIR is required for a secure border. I don't see why they can't tackle both issues with just one bill. Maybe this is because they just want a border security bill and not immigration reform. I wouldn't be surprised at all if they back stab everyone after the Bush tax cut extensions were passed last year in this fashion.

Most likely this spells the Demise of any chances of CIR this year and next year you would be a fool to expect anything since it's an election year.
