Modest hopes for congressional action on small immigration proposals are fading, as Democrats in the Senate see no possible avenues for moving them forward.
Democratic leaders have effectively ruled out seeking a vote either on the Dream Act, which would give legal status to illegal-immigrant teens who join the military or go to college, or on similar legislation, according to Democratic aides familiar with the Senate floor plans. Chances aren’t much better for legislation addressing visas for skilled workers.
Early this year, Senate Democratic leaders and the White House discussed the possibility of forcing a vote on a narrowly tailored immigration measure, according to a leadership aide. Such a bill would have had little chance of passing the Senate, but it might have benefited Democrats in other ways. It would have built goodwill with advocacy groups clamoring for reform, both Hispanic organizations and business groups eager for foreign labor. More importantly, it would have helped drive Hispanic voter turnout in states critical to control of the White House and the Senate, including Nevada, Arizona, and Colorado. An immigration debate also might have offered an issue to wield against presumed GOP presidential nominee Mitt Romney, who opposes the Dream Act.
Democratic aides said that leaders now have decided against such an effort. That is in part because groups clamoring for immigration changes will not be satisfied by a partial bill, and Democrats say they would be unable to keep the measure small. “It’s hard to do narrowly,” said one aide to a senior Democrat. “It becomes a total Christmas tree.”

What’s more, Democrats are no longer interested in trying to move a bill without GOP support. Despite optimism sparked by a modified Dream Act proposal from Rubio, Democrats and the White House believe no GOP support is forthcoming.
Senate Majority Whip Dick Durbin, D-Ill., the chief backer of the Dream Act, said he has not given up on efforts to move the bill this year, but his words bear the mark of one looking for a thread of a silver lining in a giant cloud.
There are “indications from the House of interest in the Dream Act or versions of it, Senator Rubio’s interest. All those things are encouraging,” he said.

Rubio should have released his dream act a long time ago. Instead of now waiting to release it by the end of summer. It will be to close to the elections by then for any kind of vote to be taken on it. Seems the only viable option left now is an EO from Obama ( don't hold your breath).

My fucking rear-end. Dems. If the Rubio is presented and it is fair, it better be brought down for a vote. Why is the fucking Senate shying away from anything now? Nothing has been presented yet, so how can some Dems. say it is or would be too narrow? Guys, I smell some fucking politicization from the left.

A lot of times, the mind is already made up before the bill is presented (based on who presented it, do I like him, does it benefit me if I vote yes, etc).

-Ill say it once again, 2010 was not a Republican failure it was a Democrat FAILURE! Maybe McCain was right and he really was being honest about if wanting anything done we needed to support him instead. All said and done if i ever become a citizen i think ill always vote Republican only because their honest liars.
-Give the Republicans all their tax cuts (increase Obamas approval) slip Rubios Dream Act in as fair trade agreement and lets everybody move on with our lives. However, no one pays me to have an opinion or a vote and folks like Munoz Rivera Romney and Obama wouldn't talk to any of us if we had the damn fountain of youth.

Well, this is what I say. If we think the bill is fair, we need to pressure the Dems. to bring the bill for a vote and vote yea. If they vote no and cite all these fucking excuses, the left is politicizing the issue as well. We cannot let the Dems. view us as their fucking monkeys. Obama will not sign an EO, and we now have Senate Dems. planning to act like trolls. We have to be active and put the heat on the Dems.

And it continues. The end of this debate is very near. Failure or Success is on the cards. I personally sense MASSIVE pressure from the Dreamer community. That is good news. However, you can't paint in the air. You need something on paper to work with. We are still awaiting that from Rubio. We've been getting recent e-mails from organizations led by the likes of Gaby Pacheco. No doubt that we're exerting pressure but again nothing on paper yet. Let's see if this can translate to success for us or if we will permanently fade away. One of these will indeed happen. We're reaching a major milestone here as we speak and really hats off to those who have brought the movement to this point. By the way, all this talk of Obama issuing and Executive Order AFTER the election is cheap. Why would he do it then when he doesn't want to do it now? Please don't tell me because he won't have any election to worry about. Clearly he is afraid of his legacy being tainted and impeachment. The deportations will continue. Therefore, the equation is simple. If Dream Act Rubio or Durbin doesn't pass before the United States 2012 General Election, it has been defeated permanently. If this is to happen, I really hope it goes down by an actual FLOOR VOTE instead of just being ignored. This will ensure we got our worth.

If nothing gets done this year, then nothing will be done over the next four years, the repubs can certainly lock the senate this fall(or at least come close enough to the point where every vote is a turn-up that favors them since the Dems are never really ever unified and a few Dems always defect), and as long as they control congress then it doesn't matter what happens with the white house personally because they'll just turn the clocks on America backwards. The democrats are playing a foolish game with this choice, but it doesn't surprise me, and Rubio doesn't seem like he's introducing anything before convention season can kill his groove(in the next three weeks or so) so I'd stop hoping in that fairy.

So add in all of those factors with a soon to collapse global economy and a middle east set to burn any month now, and it does not look good for the dreamer movement.

So, from this am I to gather that the plan is to promise CIR again and deliver nothing? FAIL.

I really think this year is a maker or breaker too. I really doubt Obama has the balls to issue anything. He would have done so by now if he really cared. Fingers crossed. So much can happen from now until 2013.
