That is because it is a "Discretionary" benefit and the character grounds for "being a good boy or girl" is set much higher than those simply applying for Permanent residency.They don't have to approve the documentation for "Deferred action" if there maybe an issue w/ the applicant in anyway.If someone has a record like DUI or Driving without a license they could deny it based on those being "public safety" issues and refer the applicant to ICE or through a procedure for which to appeal.
