To my understanding if an immigrant family comes "illegally" today, with kids under the age of 15, enroll to school, turn 15 and stay for 5 years they still don't qualify for DACA right?

nope. this is why the proof date are so specific to minimize illegal entry of children. and DACA might not be active in 5 years.

I-797c received on 8/27 Biometric appointment on 9/17 (done on 9/13)

Yea you are right, at first I read it wrong I thought you said, they could. I was already thinking WTH do they even read the guidelines?, but nvm you are right.
