WASHINGTON— Americans are more likely to fault Republicans than Democrats if the drive to overhaul the nation’s immigration laws crashes in Congress, according a new poll that offers fresh caution for the GOP.

The Wall Street Journal/NBC News survey asked people who they would most blame if Congress is unable to come to agreement on an immigration bill before its current term ends. It found that 44% of people would blame Republicans in Congress, while 14% would blame Democrats in Congress and 21% would principally blame President Barack Obama.

The divide was even starker among Hispanics. About half said they would mainly blame congressional Republicans, while just 6% would blame congressional Democrats.

That may be worrisome for Republicans who hope to do a better job of appealing to the growing bloc of Latino voters.

A sweeping and bipartisan immigration bill has cleared the Senate that includes enhanced border security; a new, temporary worker program; a requirement that employers use a federal database to confirm that employees are legal to work; and a path to citizenship for the 11 million people here illegally. Its prospects are uncertain in the GOP-controlled House, where there is particular opposition to the legalization provision.

Poll respondents were largely unimpressed with GOP arguments that the border with Mexico must be secured before an immigration overhaul can go forward. Just 36% said that was a legitimate concern, compared to 59% who called it an “excuse to block reform.” Even among Republicans, 29% of respondents called waiting for border security an excuse.

The poll of 1,000 people was conducted July 17-21 and had a margin of error of plus or minus 3.1 percentage points.

How do you blame Obama for the failure of CIR? He doesn't have much control over the passage of CIR in House.
