JUST IN: White House says agreement reached during bipartisan meeting on immigration reform to "negotiate legislation that accomplishes critically needed reforms” on border security, chain migration, the visa lottery, and DACA.

Watch the language here, they're saying they reached an agreement TO NEGOTIATE those four things. Not that they reached an agreement on them. BIG difference.

Sounds like a loop to me. You agree to negotiate so you can agree on something.Ugh. Just get something done.
