Biometrics appointment and IOE process times.

I got this letter from USCIS saying that
"USCIS is able to reuse your previously captured fingerprints and other biometric ... It is not necessary for you to appear at a Application Support Center for a biometrics appointment"
All this years that I renewed DACA I always had to go do biometrics.
Is that because of covid? Has anyone else received the same notification?.

I was trying to look up the process times for an IOE receipt number but couldn't find anything. Anyone have any info on IOE process times?
