The trick is to attach the Dream Act to the spending bill. They can get a super majority votes on the bill and he can't veto it.

He's not going to veto it. All this is happening under his direction and under the deals he is cutting in the backroom. He is 100% aware of the compromises that Jeff Flake and his party is working on.
