There seems to be some really interesting information on this blog on both CIR & Dream act that I just came across. You may find the information here.
Quote:
Maria Rodriguez, CHIRLA youth organizer, said CHIRLA will be kicking off actions to lobby for immigration reform and a consensus needed to be met to determine the main concern and strategic planning for political lobby.

The campus representatives in attendance voted to lobby for Just and Humane Immigration Reform campaign in 2009

The consensus shifted from two years prior when the focus was based on lobbying for the DREAM Act. CHIRLA’s actions will coincide with other pro-immigration rights groups that will present immigration reform packages to the incoming administration.

“We need to create and take part in actions in order to put pressure on the new administration to do what is necessary for just and humane immigration reform,” Rodriguez said. “Things will be changing from weeks to months. We must be prepped to quickly mobilize.”

A timeline for 2009 was provided by CHIRLA. The scheduled timeline cited the introduction of some type of immigration reform within the first 100 days of President Barack Obama’s term in office. The timeline differentiated between comprehensive immigration reform and the DREAM Act.

The tentative timeline cited the introduction of the DREAM Act to the 111th United States Congress in early March. Followed by a marked up legislative bill on comprehensive immigration reform expected for introduction to Congress in late May. The “marked up” bill is expected to be a rewrite of Comprehensive Immigration Reform Act 2007 (S.134 the bill introduced and discussed upon two years ago by Congress.

The proposed legislation for comprehensive immigration reform will be based on a “just and humane immigration reform,” which will be inclusive of all undocumented citizens, not only students.

According to CHIRLA’s timeline,it is expected that major activity and debate over the bill on comprehensive reform will happen during the Summer as well as a discussion and voting to take place in September.

So what does this mean? lol

Btw, why would they want to debate CIR in the summer and vote in september? Gives more time for the anti-immigrant opposition to influence votes against us IMO.

^ I think they meant the horse trading and the construction of the CIR bill might be done over the summer sort of like how the stimulus bill negotiations started in early-mid January and the actual voting started at the end of January in the House and early February in the Senate.

From the information,it looks like the actual mark-up will take sometime & should be initiated in the Senate immigration sub-committee in late-May,but knowing the Senate I'd bet ~mid-late June for the actual mark-up & it would also explain a possible ~September vote.

On your last question, this is why I believe they are not really serious about tackling immigration since I'm pretty sure they know what to expect after it has failed the last 2 times.

Did they estimate on the time line or do they have official sources? Also, has CHIRLA been accurate in their time lines before?

^I just found another article that may clarify some sort of timeline.Dream will also most likely be apart of CIR.
Quote:
Frank Sharry of America’s Voice says, “We believe that there is likely to be a great window of opportunity probably between September of 2009 and maybe the end of March 2010 in which President Obama and the new Congress are likely going to work together to fashion a historic overhaul of our broken immigration system.” Others have said that significant progress can and will be made by Thanksgiving 2009.

I think we will have some opportunity to try to attach dream to something else if we try. March 2010 is a long way off for most of us on here anyway, besides i don't see how dream takes away from CIR. Adding dream to cir has never gained CIR any additional votes anyway. Even orrin hatch votes against CIR even when dream is part of the package.

I have also noticed that Frank sharry is one of those guys who wants all or nothing, so i tend to take his commentary with a grain of salt.

Dream Act in March and CIR in late may?
They want to introduce the bills separated?

^Durbin has always introduced Dream act as a separate bill 'just in case' there are other options available. You couldn't do that if it was integrated into a packaged deal.

Dream act will also be more than likely integrated into the upcoming CIR markup,or it could be added on the Senate floor via an amendment,or it could come to the floor all on its own.
Quote:
* Harry Reid plans to bring The Dream Act, and Comprehensive Immigration Reform to the floor this year which will 1. protect borders, 2. include a meaningful guest worker program, and 3. bring undocumented workers out of the shadows and put them at the end of the line for citizenship.
