Think about it. After winning two-thirds of the Latino vote last November, and after promising the Congressional Hispanic, Black and Asian Pacific American caucuses a strict but immigrant-friendly immigration law, is it really likely that Obama would turn away from immigration so early in his term? The answer, of course, is no.


On immigration, the budget promises to update the visa and citizenship application systems to reduce years-long delays. The Justice Department also plans to focus on tracking down and prosecuting criminal fugitives and illegal gun runners and drug traffickers.


Immigration advocates understand the economy is the top concern. But they already see in the budget outline the foundation for a balanced immigration plan that Obama will try to use to draw votes of Democrats and Republicans.
