It seems the President will ask for more money for border enforcement & security.This article hints that it be might used as leverage against conservatives whom always advocate for more border enforcement.

He put more investigative agents on the border. He poured money into upgrading ports of entry. He targeted traffickers who smuggle in people and drugs, then smuggle out guns and cash.

He shifted focus away from the people who come to the United States illegally in search of work, and planted it squarely on criminals who foment violence in Mexico, and even kidnap and kill inside the United States.

All in hopes of gaining leverage to take on the thorniest part of immigration reform, creating a path to citizenship for illegal immigrants.


Will Obama's gambit work?

In three tries in three years, the U.S. Congress has failed to pass an immigration bill, mainly due to opponents' vague insistence on "border security first." No one has said who and what will determine that the border is secure, but the mantra provides clever cover for an unwillingness to deal with the nearly 12 million people living in the United States illegally.

Last week, Obama hinted he is aware of that, telling reporters:

"If the American people don't feel like you can secure the borders, then it's hard to strike a deal that would get people out of the shadows and on a pathway to citizenship who are already here, because the attitude of the average American is going to be, 'Well, you're just going to have hundreds of thousands more coming in each year.'"

There is no comprehensive immigration bill moving through Congress so far this session, although there are several bills dealing with various aspects of the issue. In his 2010 budget proposal, Obama plans to ask Congress to provide $27 billion to reinforce border enforcement and security

Actually ALex,it looks like there will be a major effort to try to enact CIR,even though I prefer Dream act as a stand alone.It seems the Obama administration will be beefing up border security to try & appease those who want border security only.[e.g Conservative Democrats,Republicans]

Senators also appear to be going the CIR route for now.

I'm glad that Obama is taking that route. Now conservatives will have to come up with some other argument against CIR/DA. They've been singing that same song about border security first for the past couple of years.

Thanks for the video Ianus. I've been trying to explain DA to my eighty-six year old grandfather and now, after watching the video, he sort of understands what it is and the impact that it will have.

I would say, either they will do CIR or ignore CIR now, just do border cecurity first.

But I don't see the point of doing two bills. Instead, one CIR is enough and can save tonks of money. meeting and meeting just burns money, if some of you don't know it.

Obama didn't say that he will enact CIR when the borders are fully secured. What Obama and Napolitano said is that they have to show that THEY can enforce the law, the law that could come when CIR passes. its not like ICE will have nothing to do. All Obama wants to do is show efforts on securing the border, showing progress toward doing it, so the opposition says "look the border is more secure and is gonna get even more secured"...

they will always have some to argue on, but "secure the border" is their strongest argument.

I had another article that is quite similar but has a more conservative angle. It pretty much just say that Obama has no clue and that he is reversing his stand.

Now, correct me if I am wrong but hasn't this been the same old same old argument. "We cannot pass the DA because we need CIR, we cannot pass CIR because we need to secure our borders first."

Of course there is a big difference between Obama and Bush, in that this administration wants to focus on getting criminals and terrorist while the Bush administration tracked down maids and laborers because it was easier. Of course for those who think that a maid is as guilty as a terrorist, this is a detraction.

I don't know but some times it discourages me to see how politics has nothing to do with what should be done; Legalizing dreamers and maids and making harder for terrorist and drug smugglers to thrive. The Republican party is just doing the opposite which is maintaining the status quo that created this problem. They are playing politics the same way they did when they were in power without caring for national security, economic prosperity or good old justice and compassion.
