The report accuses the agency of corralling and humiliating thousands of legal workers at the plants; refusing to let workers contact family members or lawyers; and running detainees through the legal process without giving them a fair chance to defend themselves. The report says such raids have been ineffective in curtailing illegal immigration, but have terrorized families and damaged communities. It suggests reforming immigration laws to legalize immigrant workers and prevent unscrupulous employers from exploiting them.
