I still think DA will be brought up before Elections and passed. It may not get signed till early next year though.

Sometimes I wish you would predict that CIR and DA were not going to be passed soon, because it always seems like the grand predictions you make never come true.

I've always said that CIR/DA will be passed soon but right now it looks like DA is the main attraction. CIR will happen after elections.
