Durbin demurred when asked whether he has the votes.

"I'm working on it, talking to members," he said.

it doesn't have to be first voted by the House. It actually would speed things up if both chambers voted on the same bill.

idk I think there is a slim chance the Senate will take up the same bill as the house. I'd prefer S.3992 since I think it has the best chance of passing, but appose it because of the lack of retroactive benefits.
