I don't think E-Verify will stand a chance on a stand-alone. This has been a part of CIR.

E-Verify is really something that is needed if you want a dream act passed or as part of CIR. E-Verify give the people of the country the security they want that if they do give a group citizenship that is it, there will be no more coming in to take jobs that is what E-Verify does. So give it to them. Also will have to give Chain migration up because that is a killer for the Dream Act. Anything that would be passed in the current political state is going to be small and precise and would have to show this will not happen again.
