AR House Panel Refuses To Take Up Immigration Bill Will Not Require Illegal Immigrants To Pay Out -Of-State Tuition LITTLE ROCK, Ark. -- An Arkansas House committee has refused to take up a bill to require illegal immigrants to pay out-of-state tuition at Arkansas' public colleges and universities. Members of the House Education Committee on Tuesday voted against considering the bill that would require students to have U.S. citizenship or lawful presence in the country in order to qualify for in-state tuition.
