During DUI checkpoints, officers may encounter unlicensed drivers. When these situations occur, officers will attempt to identify the registered owner of the vehicle. If the registered owner is present or is able to respond to the scene within a reasonable period of time, the vehicle will be released to the registered owner, providing he or she is a licensed driver. If the registered owner is unlicensed, the owner may authorize release of the vehicle to a licensed driver at the scene, and the unlicensed driver will be issued a citation. When the vehicle cannot be released to a licensed driver, the vehicle will be
impounded.

So many of my family members have been fucked by these so called sobriety checkpoints. Up to 1,500 dollars to take your car out of the lot.

I think anything to keep uninsured motorist off the road is a good thing or drunks. I have had a close family member die because of a drunk driver so I don't care how stringent they get with anybody. You drinking and driving you need to have your car taken. Your driving without insurance you need to have your car taken away regardless. Has nothing to do with immigration has everything to do with life and death and screwing people over.

this already existed... and i believe they give you 15minutes to find a licensed drive to drive your car.

This is only during DUI checkpoints though. They (LAPD) can still impound your car if your unlicensed during a routine traffic stop.
