Super majority is not necessary in 2013, because Democrats could simply vote to require a simple majority for cloture.

Of course lowering the cloture number to 51 has implications in future politics, but this would enable Democrats to push their agenda through congress for the next two years, including a concrete implementation of Obamacare, Financial Reform, Comprehensive Immigration Reform, Cap & Trade, etc, Tax Code Reform, etc.
