So, I just watched Enrique Gratas, a Spanish reporter/anchorman, give a report on a bill that has been proposed/introduced in the California legislature that aims to give undocumented immigrants a social security number, so they can work. But, according to Gratas, the bill has to go through a cetain process. I just did some preliminary research on the internet, and I could not find anything. So, it is probably really recent news. Please be alert. Help me research the info. if possible.

I apologize to the moderators of the forum. But, this is some POSSIBLY great news.

A Work Permit (EAD) is a federal document. How can a state legislative body pass a bill that would issue a federal document? We would have 50 different versions of EAD if this was a state govt issued document.

Well actually here is what is currently being tried and revised (unless the auther has cancelled it) hopefully this passes as it would help out a lot

I read these news on univision.com . Apparently Californians know that legislation of this sort would challenge federal laws. However, they argue that laws such as the anti-immigration laws passed in Alabama and Arizona challenged federal authority, therefore California is willing to do it as well but this time in favor of the immigrant community.
The article mentions they're seeking 'state powers and permission from Washington D.C.' to proceed with this project, yet i don't really understand what they mean by permission from D.C.
Does it mean that if this legislation passes, but an immigrant-friendly administration does not challenge it, then it can go into effect? Let's remember the reason some of the provisions in the Az and Al laws did not go into effect is because the federal government sued them.

Anyways, I hope it passes and other states follow suite.... if all states start passing their own pro- and anti- immigration laws, the federal government would get pressured to act towards immigration reform and end the status quo, in my opinion.

Wow just wow... I honestly don't think this will pass, not being pessimistic just honest. I kinda see this more as a way of protest again those damn lawmakers in Alabama and Arizona.

So they are complaining about law challenging federal authority in Alabama, yet want to do the same in California, though with a different aim.

I'm not saying they are complaining bro. It's all about California trying to make a point. They know it wont pass, just like most of us here. What they do know is that if the "this is a Federal matter" argument comes up, they will use the Alabama law as an example of federal authority being ignored in another state. Great political tactic, its good to see California fight with whatever they've got

would be cool to see states gain more independence by ridding federal mandates of fed-issued work permits. IOW allow states to decide who gets to work and who doesn't.
