A quick way to check if you are one of those who received the letter is by going to the NM MVD site and trying to schedule an appointment. The site will only allow those who received the letter to proceed. If you didn't receive a letter, it will tell you that the information wasn't found. If you received a letter, schedule your appointment a couple of months ahead. This will give you enough time to go back to NM and get the correct documents in order.

If it turns out a letter wasn't sent, I would still go to NM and get everything together. Because you will eventually receive that letter, and you want to be prepared.

Hi GordonFreeman. I tried to do this but the MVD site is not permitted any more to make any appointment. This is the message from MVD?
Re-certification Update
The Motor Vehicle Division has been instructed to stop all interviews by the court. All residential certification appointments are cancelled at this time
They cancelled my DL for the reason that you mentioned in your post. What can I do? I wanto to keep my DL because I need to drive to the school. I am in CA.

I tried to make the appointment with NM MVD but they stopped to give appointments. This is a copy of their message on their website:

I need your help. Do you have any advice? NM MVD cancelled my DL in nov. 2011 but I didnt know until 1 week ago. I need my DL to go to the college.

Not to be a douche, but that is a very fair thing to do. I mean it is complete fraud if you just got a driver's license in NM to go live somewhere else and use it.

I know because I pay for cheking my own record.
Kevin1is7lucky why did you say that commentary when I never said that? I am living in NM but I procastinated to change my address because I moved to other house so I think they sended the letters that Gordonfreeman mention above.
