That would make sense since they'd start accepting tomorrow.

They said they will make the applications available online this afternoon.
Then they spoke about guidelines and qualifications again.

After forms have been received, once request is accepted, they will send a receipt notice. Then send an appointment notice to visit an application support center for biometrics service. Can be rescheduled if needed, but failure to attend that appointment can result in denial.
If they need more evidence, they will request more evidence, or call in for an interview with USCIS.
Typically take several months to process. Individuals can check their status of their application online.
