I know but I believe it won't be 25. Where is the source for that?

The lowest we have seen is 28 right? 32 if you have a 4 year degree?

On page 4.
It's basically saying "you don't get the job if an American wants it."
I'm concerned that it would pose bias and descrimination for immigrants who would only be carrying temporary work permit through their process.

I'm sorry...but if that's the case, I'm smelling a little lawsuit follow-up.
