If a Dreamer has a 4 years Bachelors already than the Dreamer will get GC now instead of RPI?

Oh ok. Thanks. What if the Dreamer has a I-130 pending now for about 2 years and has about 5 more years left till PD date?

In bold is exactly what it is.Most benefits and/or social services are usually associated with either specific non-immigrant visas such as T or U and are likely available with Immigrant visas.They are etching out this new unknown category simply because the status is undefined at the State and Federal level.I think USCIS is definitely going need more than 6 months of interpretation to see how this affects issues like benefits and social services.

RPI is defined as a "Legal Status" but for the purpose of what it was designed seems to be a No-benefit Non-Immigrant Visa!
