If not, perhaps House should add a border surge measure like Senate did?
If another border measure is added it would be redundant, the recent measure the senate added is as hardcore as you can get. Tea Party and some GOP don't want CIR to pass simply because they know that the majority of the 11 million to be citizens would never vote for a GOP candidate, after all the turmoil they put us through with their little games.

What makes you think they won't vote GOP?

I ll put it in a way even you can understand DA User, Romney only won 27% of the hispanic vote in 2012, McCain won 41% in 2008 and both lost miserably in their elections to Obama.

Don't you think if CIR passes this time. A lot more Hispanics would vote GOP next time?

That can happen, but you need to remember that its been Democrats that have always been the ones that lead the way. GOP were all talks in the past, now if it passes this time that would be great, but I still doubt they garnish enough hispanic votes to be competitive again in national elections.

1986 Reform was under GOP right?
What about the 2006 and 2007 attempt?

All 3 of those had a GOP President in office.
