It is one helluva dilemma. Does he avoid doing it and keep pushing for CIR every 2/4 year cycle until it just becomes one big joke bill that shows how much of a joke Congress is over and over...or does he do it and face this legal crisis you mentioned...

Meh...I dunno what to say these days...lol...
