10:00 a.m.: Convene and begin consideration of H.R. 1642, the Higher Education Reauthorization bill.

This is another win situation. Why? Because if Dream is added once again it wouldnt have to go to the House but rather to conference.. DoD bill is dangerous for us and it could be a while before it passes, the Democrats will not blink they will not pass a bill that does not have a withdrawal in it, and we know what will Bush do when withdrawal is in the bill. I personally dont see a reason why Durbin would not add a Dream to this.. Dream is about education in general and not military. I have a feeling Durbin will try to add Dream to this bill, because Kennedy will be the guy on the floor for most of the time during debate on this, and Kennedy on Friday said Dream Act is his goal to pass also...

We hit the phones tommorow?

But the only problem is that this bill wouldn't go straight into conference.

So which one is it???

If you go to Senate.gov & click the next bill that they will be working on it will showcase that this bill is now starting out in the Senate so the DoD bill is still the best bet at this time since it would go into conference.

This Education bill would also go to conference. Because it already passed the House as HR.1642

Dreamact1982 ! Maybe you're confusing with the other education bill the senate just passed. I don't think the house has yet passed a version of the bill you're talking about.

Hayire,

Yea i know im not really sure now.. The Senate bill is called Higher Education Amendments. Since passed couple of Education bills, MAYBE thats why they are calling this instead of voting on each education bill the house passed. It doesnt matter we still should not waste this opportunity, even if it has to go to the House for a vote it will pass with Democrats in control

You guys are right. S.1642 is coming... We can get it attached to this bill.

Great, I've been resigned to DREAM coming up in September, now I have to get my hopes up again. I dont want to get it dashed again . We have to try though...

it takes 51 votes to pass in the senate,
education appropriation bill is a must pass bill
plus the way house passes bill, (superfast it seems)
we have to wait till september for the senate to debate on DoD
and even than it is controversial
i don't know why we are debating on which bill to attach to
it seems clear to me,
what's important is, would durbin do it?

It depends if the Republicans are going to filibuster a DREAM amendment. If they do filibuster, we need 60.

But because S.1642 isn't a budget bill, we have one less procedural hurdle to go through since we don't have to deal with the germane amendment rule.
