OP, the '16 states' figure can be traced back to an old Breitbart article in May. However, the real situation with Soros is Much Worse than a mere sixteen states - -

Soros' Smartmatic has been busy buying up other voting machine companies and systems, including Dominion Voting Systems. The result is that Smartmatic will now in this presidential election be the private company that provides "vote counting" for an enormous Seventy Percent {70%} the US Presidential Vote

And - brace yourself - Soros' hooks in the American Voting IT systems are worse than even that 70%. You see, he is also behind the scenes at America's relatively new Vote Reporting company that will feed information to TV networks on Election Day, namely Scytl - - for lots of information about George Soros & Scytl see this POST, especially the two links at the bottom of it.

The REASON that Soros' contol of both Smartmatic and Scytl is so poisonous for America's democratic process is that with him having control of both the Vote Counting IT systems (Smartmatic & subsidiaries) and the Vote Transfering and Processing systems (Scytl) there is no way Americans can double check the Election Results that the Soros consortium will announce on Election Night, no way for us audit later, no way to find out what the real tallies of votes were.

Bev Harris, of Black Box Voting puts this kind of double dealing situation in these words

It creates a vertical monopoly, in that you have one provider providing each step of the system, and a horizontal monopoly, with one provider delivering results across the majority of the geographic spectrum.

All of this has all happened since 2002, when Geo W. Bush was president and our kosher Congress passed the Electronic Voting Act. These voting machine systems are new to the process of picking the American president, Commander in Chief of the US nuclear arsenal and policy.

I'm in Gutierrez' district. I would hardly call him "influential". He's been in congress for nearly 25 years but no one takes him seriously.
