If you count people who had traffic tickets, citations, misdemeanor convictions, yes.

Heck, admitted to being in the US illegally during the DACA application may count you as an immigration criminal as well.

The US justice system is such that you are innocent until found or pleaded guilty.

Your act of admitting your illegal presence in the US may be counted as a guilty plea, so that makes you an immigration criminal and subject to deportation. Those who never applied for DACA and never had encounters with police or have an outstanding deportation order may be counted as one of 7 million innocent immigrants.

Not in this case. Illegal entry is Illegal entry. Everyone who entered without inspection or overstayed their visa is subject to criminal penalties.
