I agree with you on these 2 points. Whatever it is, I'm sure it will not include a direct path to LPR. It will pretty much be DACA done legislatively with more extreme vetting...

I see two plausible scenarios. If you have DACA you will qualify period, remember we already passed background checks. I know some DACAers had minor run-ins with the law but ended up with DACA anyways, that takes me to the second scenario. The bill might be more restrictive, only DACAers with pristine records will be included, others may have to pay a penalty or not qualify at all.

Because they are going to repeal DACA. And if they flat out say they won't rescind it their supporters would view it as a broken promise and freak out.

"We won't pull the rug from under them" means they will have something in place before daca is cancelled. Let's hope they keep their word.
