I know it's just grasping at straws at the moment, but so was the AB60 driver license before it became a thing. Also if California does end up passing that statewide sanctuary law, maybe a statewide EAD could be a possibility. It would be an interesting State vs Fed issue to discuss.
I believe it would be unconstitutional but it would help in creating more press and to resolve the issue.

If I can remember Utah attempted this before. Except they would issue permits for the agricultural sector.

I think they did implement it.

I can't see why this cannot be done for dreamers.

I don't think they can legally do this remember that e-verify is a federal program. Granting driver licenses doesn't mean ice won't deport those who are illegally (unauthorized?) there.

If California becomes "sanctuary", they could pass something like this.

The difference is that the federal government already knows who we are... So nothing to loose.

The main reason it failed was because of fear of deportations etc..

Who knows. It may be a possiblity... I think California leaving the United States is also another possibility. Just look at Brexit, CalExit might become true if we continue to see what Trump has unleashed in such a short amount of time.
This will never happen. You can't compare Brexit to the secession of California from the United States. EU is a collection of countries not a collection of states under a constitution.

I just read the process. It's close to impossible, the US was founded with expansion in mind. No one thought secession would even be pondered. One of the drawbacks of relying on a 200+ year old paper.

I still think the Utah law is interesting...
