Good news!

If I was a dreamer living in GA my first step would be to move out of Georgia. That shit state has no opportunities for us.

She doesn't have any real say in whether or not someone would qualify for instate tuition; this is determined at the college board level typically or institution.

That would be politically disastrous. Not even the most rabidly anti-immigration politician would consider doing that as it would effect the entire university and the system it is a part of.
