You're missing my point. If Kate's law was in action, he would of gotten more than 5 years because he had previous deportations.

Even if Kate's law was in action back in 2000 who knows how many times he would of come back or what could of happened to him.

Kate's law could of changed his action if it was passed in 2000 1980 or any year.

But it is wrong to say it would of not prevented her death because we cannot rewrite history and every event leads to new events.

So we would of never known if her death would be avoidable. What we can say is Kate's law can deter criminals but not 100%.

You said Kate's death would not be save by that law, and I'm telling you are wrong. The right statement is that law cannot guarantee that no deaths will happen.
